Coming to think of it, perhaps the tools are maxed out C? Perhaps it always unloads first when it has to load and unload. I don't know how the game decides whether it unloads or loads first though. If the ship only has one cargo slot available for some reason, then it might run intro trouble if it fills that slot with tools, and then tries to load the lamp oil before unloading the tools. :( First I would make sure there's room in the ship.
